The "it" in "It is now raining out" would be some space within the immediately apprehensible world of the speaker.

Perhaps better phrased as:
"I observed an unexpected flash of lightening."
I have an uncontrollable temper.
"I am disinclined to accept responsibility for my emotions and prefer to place the blame for my temper on some ambiguous outside force."
