I guess Microsoft would say that they have zero control over how other mail hygiene services work. They can only create a solution that works in their environment…

And they should have clarified that this policy only acts when a “Spoof Intelligence” threshold is reached.
So we still do not have a simple “reject when DMARC fails” policy but some BS that depends on a “Spoof Intelligence” we have only limited control off.
